CORE Project (Cocoa Resilience & Empowerment) The Scaling Resilient Cocoa Communities initiative is a three-year program designed to strengthen the economic resilience, social cohesion, and climate adaptability of cocoa-farming communities in Indonesia. Anchored in Mars Impact Fund’s Sourcing Community Resiliency framework, the program focuses on empowering households through Village Savings and Loan Associations (VSLAs), which serve as platforms for financial inclusion, leadership development, and child protection. By integrating gender equality, youth participation, and climate-smart practices, the initiative aims to address systemic poverty and reduce child labor risks while fostering inclusive growth.
The program adopts a three-phase approach to achieve scale and sustainability. Phase one consolidates progress in existing villages and expands interventions to new areas, embedding child protection and governance through Community Action Plans aligned with local planning processes. Phase two accelerates replication via peer-to-peer learning in satellite villages, while phase three institutionalizes the Graduated Village Model as a blueprint for systemic change. Across 115 villages in five provinces, the program will engage 17,250 farmers—60% women—and improve well-being for over 8,600 children through integrated social and economic interventions.
With a USD 3 million investment from the Mars Impact Fund, this initiative bridges a critical funding gap as Mars shifts resources toward agroforestry. It ensures that social resilience models not only continue but scale, creating communities that are economically empowered, child-safe, and climate-resilient. By leveraging partnerships with local NGOs, government systems, and private sector actors, the program builds a foundation for long-term sustainability and replication, transforming cocoa villages into hubs of inclusive development and resilience.
ROLE PURPOSE:
This role is responsible for ensuring that program will achieve all the desired outcomes. S/He will support the Program Manager, Child Protection Advisor, Livelihood and resilience advisor, campaign and advocacy and other project team to ensure the high quality of program delivery.
What You will do:
Project Coordinator will be based in Luwu Utara or Luwu Timur District- South Sulawesi Province and one based in Aceh. and the main responsibility of this position will oversee program implementation in 15 districts in six provinces (South Sulawesi, Central Sulawesi, West Sulawesi, Southeast Sulawesi, Aceh,) through collaboration with the implementing partners and strategic partners, and close coordination with the technical adviser related, MEAL team, Supply Chain and finance team.
Role in the Program Operation and Implementation will cover;
- Ensure the program implementation in project interventions are aligned with project KPIs & Commitment with the Donor
- Oversee quality program implementation delivered by the based on the agreed program design and SOW.
- Be the point of person representing Save the Children at District level
- Conduct a regular field visit to the project area as needed to monitor program implementation and provide input/feedback for program delivery improvement.
- Ensure Implementing Partner apply Program Quality Indext (PQI) in implementing the program.
- Support the Program Manager to provide the timely report and related project documentations as required by National Office and the Donor
- Actively working with the program team to advocate the government and other relevant parties for remediation of worst forms of child labour including in the targeted area.
- Maintain the strong relationship with the Supply chain of Cargill in ensuring the sustainable approaches and strategy to remediate the child Labor.
- Provide the technical capacity of the Implementing partners to Strengthen the capacity of local community in addressing child protection cases in particular child labor.
- Leverage the program impact by increasing the local government’s awareness and support for remediation of child labor.
- Leverage the program impact and sustainability by developing Partnership with local NGO’s, CBO’s or Private Sector that exist in district level to ensure sustainability of the project.
Financial Management
- Support Program Manager in developing the annual budget and monthly projection.
- Manage financial resources assigned for the target district to support program operations.
- Ensure the application of appropriate controls for project resources including accurate tracking of all expenditures.
- Coordinate with the Program Manager to produce accurate and timely financial reports.
Partnership Management:
- Work closely with the implementing partners at the district level to ensure high quality programming and on time program delivery.
- Ensure the on-time reporting with high products of the monthly narrative and financial report of implementing partners.
- Under the direction of the Program Manager to develop capacity strengthening plan for the partners
- Under the direction of Program Manager to lead the join monitoring visit with the implementing partners and capture the lesson learnt of the partnership works
- In a close coordination with Program Manager to document the journey of partnership works
- Initiate and maintain the collaboration and networks with diverse of partners including local civil societies, strategic partners, and coalitions.
- Maintain daily management (on time delivery and program quality) of working with the local implementing partners.
- Under the strategic directions of Sulawesi Field Managers to provide technical supports required to develop the partner’s capacity
Child Safeguarding
- Contribute to the overall implementation of Child Safeguarding Policy (CSP) within CO including ensure CSP integration in all project activities including for target beneficiaries in Bone and Poso.
Emergency Response
- Under the guidance of Program Manager to support the humanitarian team in strengthening the Indonesia National Office on readiness to respond to emergencies in South Sulawesi in line with global SCI emergency policies. This includes ensuring optimal Programs staff participation the Indonesia Emergency Response Team and that these staff members receive proper training.
- Coordinate the response to any prioritized emergency in Indonesia.
What We need from you:
- Bachelor’s degree in agriculture, economic, social development, or other relevant studies.
- Recommended a minimum of 3 years of management experience in a contractor, corporate, or NGO environment, including significant field implementation experience.
- Proven experiences in managing local implementing partner are preferred.
- Experience in direct working with children, woman, youth are preferred.
- Working Experience with rural community, particularly in South and Central Sulawesi context is a plus.
- An understanding of children’s issues in Indonesia. This could include deep knowledge in child protection and child labour are preferred.
- Experience working with an international NGO or similar organization.
- Solid project management skills with a proven history of delivering results.
- Ability to analyse information, evaluate options and to think and plan strategically.
- Excellent interpersonal, communication and presentation skills Fluency in written and spoken Indonesian, strong English written and spoken skills.
- Commitment to and understanding of Save the Children aims, values and principles including rights-based approaches.
- Demonstrated ability to write high quality reports and other project documents in Indonesian and English
